The 2nd 25th Judicial District CSCD and Juvenile Probation Department is a dual department providing probation services to adult and juvenile offenders in our three-county district. The 2nd 25th Judicial District owns and operates the 2nd 25th Judicial District Intermediate Sanction Facility (ISF) for 60 adult male offenders which was established in 1995 and located in Gonzales County.  

The 2nd 25th Judicial District is a rural district composed of Lavaca, Gonzales and Colorado Counties. The total population for the three-county district in 2022 was 61,175. The department serves the presiding judge for the 25th Judicial District Court and the 2nd 25th Judicial District Court as well as a three county courts represented by a county judge in each county.

The department's three-county district employs twelve full-time adult community supervision officers; 5 full-time juvenile probation officers and four administrative staff serving the adult and juvenile departments guided by the director who is dual certified as an adult and juvenile probation officer. Our Intermediate Sanction Facility employs twenty-three full-time staff.  

The department has a variety of specialized caseloads, programs and services that are administered by the department's staff. The department prioritizes the utilization of assessments to determine the risk and needs of our offenders at the earliest stages of supervision and during the PSI process which allows us to deliver evidence-based programs and services designed to address the needs of the offenders we serve. The majority of our programs and services are delivered by our community supervision officers and juvenile probation officers.

The adult probation department offers four specialized caseloads: the Mental Health Initiative Caseload, Sex Offender Caseload, Spanish Speaking Caseload and the Substance Abuse Aftercare Caseload. All of our specialized caseloads are supervised by experienced officers who receive on-going training for the caseloads they supervise. Our Intermediate Sanction Facility provides a wide array of programs and services to the residents.  The juvenile probation department offers one specialized caseload: Intensive Supervision.

Working with CJAD and Victoria College, the ISF embarked on groundbreaking program changes. When fully implemented, the ISF will offer four vocational trade programs through Victoria College to individuals qualified and interested in obtaining certified job skills in fields such as welding, HVAC, electrical and plumbing. In addition, the facility will implement an employment phase during the last 90 days of programming for individuals electing not to participate in the vocational program. To implement these new program offerings, the substance abuse treatment component was changed to substance abuse education. The future is bright for the ISF, and for the first time since FY 2020, the ISF has reached full capacity of 60 residents. We have much to accomplish throughout the next year, but we are confident we are moving in the right direction for the ISF’s future.
