The 2nd 25th Judicial District CSCD and the Intermediate Sanction Facility (ISF) provides probation services to adult offenders in our three-county district. The 2nd 25th Judicial District owns and operates the 2nd 25th Judicial District Intermediate Sanction Facility (ISF) for 60 adult male offenders which was established in 1995 and located in Gonzales County.
The 2nd 25th Judicial District is a rural district composed of Lavaca, Gonzales and Colorado Counties. The total population for the three-county district in 2022 was 61,175. The department serves the presiding judge for the 25th Judicial District Court and the 2nd 25th Judicial District Court as well as a three county courts represented by a county judge in each county.
The department's three-county district employs twelve full-time adult community supervision officers, four administrative staff and three part-time staff serving the three adult probation departments guided by the director who is dual certified as an adult and juvenile probation officer. Of the twelve CSO's, 5 are bilingual and each county have a bilingual officer. Our Intermediate Sanction Facility employs twenty-one full-time staff of which three are certified adult probation officers.
The department has a variety of specialized caseloads, programs and services administered by department staff. The department prioritizes the utilization of assessments to determine the risk and needs of our offenders during the PSI process and at the earliest stages of supervision which allows us to deliver evidence-based programs and services designed to address the needs of the offenders we serve immediately. The majority of our programs and services are delivered by our certified community supervision officers.
The adult probation department offers four specialized caseloads: the Mental Health Initiative Caseload, Sex Offender Caseload, Spanish Speaking Caseload and the Substance Abuse Aftercare Caseload. All of our specialized caseloads are supervised by experienced officers who receive on-going training for the caseloads they supervise.
Our Intermediate Sanction Facility provides a wide array of programs and services to the residents. Working collaboratively with CJAD and Victoria College, the ISF embarked on groundbreaking program changes and currently offers vocational trade programs through Victoria College to individuals qualified and interested in obtaining certified job skills in fields such as welding, HVAC, electrical and plumbing as federal funding allows.
The ISF implemented an employment phase during the last 90 days of programming for individuals electing not to participate in the vocational program. The ISF collects the offender's income sending fee payments to their residing county to address delinquent fees. The remaining fees are sent home with the offender upon successful discharge from the ISF program so they can return to their home county with the financial means to successfully reintegrate back into the community.
Lastly, the ISF partnered with our local mental health authority, Bluebonnet Trails MHMR to provide out patient substance treatment to those offenders in need of supportive outpatient substance treatment.
